Accreditation Process
Applications for accreditation under accreditation OJEU notice published (2005/S – 107 – 106976) are now closed. Should a subsequent accreditation process be run, this will be advertised through OJEU and their website.
Following evaluation, NCA Housing has informed consultants about the areas of activity for which they have been accredited. Consultants were accredited on the 7th November 2005.
To complete the accreditation process, consultants have been invited to indicate their acceptance of the terms of a framework agreement between themselves and NCA Housing by signing a framework commitment document.
Summary of Service Lines S1 to S9 relating to the Framework
S1 - Preparing feasibility studies and business plans for prospective consortia, including:

Analysing consortia housing stock condition data, expenditure needs and the costs and benefits of different approaches to stock improvement

Developing business cases for large-scale stock improvement programmes
S2 - Advising on the formation of consortia, including management and operational structures and processes, setting objectives, strategic and tactical planning
S3 - Identifying the need for and encouraging the adoption of best practice and innovation in the identification, specification, design, procurement, execution, management and supervision of works, including:

Developing relationships with the supply chain, including the adoption of partnering and collaborative working arrangements throughout the supply chain

Introducing integrated approaches to design and construction/production
S4 - Business process design, development and implementation within consortia and their constituent members including:

Alignment of technical requirements and flows of work

Generally improving procurement and works processes
S5 - Efficiency improvement across the spectrum of social landlords’ activities including general management, procurement and delivery of services, resident relationships and stakeholder management
S6 - Establishing machinery for the generation of significant cash savings for consortium members
S7 - Generation of indirect non cash benefits through the capital works process including local employment, provision of training, development of the construction market, resident relations and social inclusion
S8 - Performance measurement of both cost related and non cost activities of consortium members and their robust reporting, including:

Identifying key measures and indicators for both cost and non-cost aspects of performance

Establishing, maintaining and improving performance measurement and reporting regimes
S9 - Operating training processes to encourage and enable the transfer of learning and knowledge amongst consortium members and more widely across the social housing sector, particularly gaining that expertise and applying it to a specific client
