Efficiency Measurement

This section will contain information about approaches to measurement of efficiencies generated by procurement consortia.

The ultimate objective of the efficiency agenda is to lower the cost to the public purse of achieving the government’s objectives but the intention is explicitly not simply to cut costs.  Efficiency gains can be defined as:

  • reducing inputs (money, people, assets, etc) for the same outputs
  • reducing prices (procurement, labour costs, etc) for the same outputs
  • providing more outputs or improved quality for the same input (e.g. capital works to higher standards)
  • providing more outputs / better quality for proportionately less increase in input resources

Improved outputs / outcomes can include:

  • Quality
  • Tenant satisfaction
  • Local construction capacity and training.

Similarly there can be major social objectives:

  • Regeneration of deprived areas
  • Reduction of long-term unemployment.
