Feasibility Studies
The feasibility study report will enable DCLG to ascertain whether there are sufficiently substantial grounds and persuasive reasons to award public funds in the form of a grant for the putative consortium to develop a business plan.
The feasibility study is thus not in itself a business plan but must provide sufficient indication and confidence that the organisations involved have the interest, determination and competence to proceed to the next stage and, from there, have a reasonable probability of forming a successful consortium.
Working on the feasibility study will have significant value to potential consortia members at the outset, namely that it should help establish:

Whether the potential consortium partners do, in fact, wish to set up a consortium and work within it to achieve efficiency savings, and

That they have the potential for doing so.
Or:
-
That the partners do not wish to pursue the arrangement and fully appreciate why they have taken that decision.
